Each of these began as a domain whose truth is set by many uncoordinated authorities, and none of them pretends the disagreement away. The holiday that is gazetted in one subdivision and not the next; the crossing sold as fast that averages under 45 km/h; the degree classification that has no honest arithmetic equivalent; the navigation that is right in one market and wrong in the other. The deliverable is always the same: the comparison, with its sources, and an explicit statement of where the evidence stops.
That is also what an engagement produces — the same operation, run against something of yours.
